A Proposal to Introduce Climate Change Impact Assessment Contributing to Reduced Greenhouse Gas Emissions
• The Framework Act on Carbon Neutrality and Green Growth for Coping with Climate Crisis presents climate change assessment (Article 23) as a measure to reduce greenhouse gas, and this scheme is planned to be enforced in September 2022 after the promulgation of the Enforcement Decree in March 2022.
• Climate change impact assessment is expected to be conducted in practice organically in connection with the current environmental impact assessment.
• While there is the continuous criticism that environmental impact assessment is merely a formality, we propose that climate change impact assessment clarifies and operates the following three points in an enforcement decree or assessment guidelines to overcome the limitations of environmental impact assessment:
- First, predict the effect of long-term emissions for at least 20 years and establish a mitigation plan, considering the permanent effect of greenhouse gas emissions from projects subject to climate change impact assessment;
- Second, put in place a follow-up verification system to periodically investigate actual emissions after the completion of projects; and
- Third, specify a mechanism to determine consistency with the goals of the national vision or related local governments
