본 워킹페이퍼는 배전계통 운영자(DSO)가 다수의 분산에너지자원 통합사업자(DERA)의 시장 참여 과정에서 발생하는 불확실성을 보다 효과적으로 관리하기 위한 확률론 기반 사전검증(prequalification) 체계를 제안한다. 특히 Polynomial Chaos Expansion(PCE)을 활용한 확률론 기반 전력조류해석 방법과 불확실성 관리 메커니즘을 다룬다.

This working paper proposes a probabilistic prequalification framework for distribution system operators (DSOs) supporting the wholesale electricity market participation of multiple distributed energy resource aggregators (DERAs). The study introduces a Polynomial Chaos Expansion (PCE)-based probabilistic power flow approach that enables DSOs to balance economic efficiency and system reliability while accounting for uncertainties in distributed energy resources and loads.

The paper also incorporates an uncertainty band (UB) market framework, allowing DER aggregators to participate in uncertainty management alongside energy bidding. In addition, the study compares Shapley Value-based and sensitivity-based allocation methods for distributing responsibility associated with system constraint violations.
